That said i too had issues there.
If you mean did the environment/texture/structure builder at Bethesda put something in that particular space that is causing it to be uneven and making it impossible to put a simple floor there, yeah that could be the case. That would be pretty dumb and a great example of one dev screwing up the build system by not realizing what he is doing to the space.
There is/was a mod called 'place in red' I think.
Or do any roof piece fit insteads of floor, that may look ok?
