Using Scrapper 2, to scrap nonstandard lasers you don't care about, is the most common source of fiber optics and crystals you can get without outright buying them for thousands of caps per shipment.
Scrapper also only matters on nonstandard weapons.
For example:
Normal laser pistol. 4 plastic.
Normal laser pistol with scrapper 2. 4 plastic, 1 screw.
But if it has nothing but an automatic barrel on it, you're gonna get circuits, fiber optics, crystal. all the good stuff is from scrapping nonstandard weapons.
As for the "highlights objects" part of scrapper 2. Components you have flagged with the magnifying glass icon are what will glow (as well as containers with them inside).
If you don't care about energy weapons, power armor, or the mentioned below settlement building stuff. Then scrapper is mostly a luxury.
If you DO like those things, Scrapper is very useful. Institute lasers are a treasure trove of high value components with scrapper 2.
"But I can just buy as shipment because I have so many caps!"
Look, one shipment of 25 won't even cover the fiber optics needed a pair of arm stablizer mods for your armor.
Like most perks.
There are only a few really essential perks. Others are situational or for fun. I still have like 18 unspent perk points in my current game. <.<
Since I liked upgrading lasers and plasma weapons and multiple suits of powwr armor to whatever my whims were at the time (ran out of ceramic, of all things), I'm glad I got it. Could have gotten by without it to be fair, but it helped with what I wanted to do.
It makes finding uncommon things like screws and gears and nuclear material so much easier by just snatching every weapon you find and breaking it down.
I've always got Cait in a frame and when I come back to my base after an hour or two and 'take all' off her I usually have 1000+ weight so yeah I don't leave a single item behind EVER. Not a single item.
