Gun-Fu Bug?

So I recently took Gun-Fu with my current build to try it out, but it doesn't seem to work as the text suggests. The text reads that it does the extra damage to the 2nd, 3rd, etc target "and beyond." To me, this indicates that it should do 25% extra damage to the 2nd target "and beyond" with one perk point, 50% extra to the third target "and beyond" with two perk points, and you get the picture. This seems pretty cut and dry, except it doesn't do as stated.

In my game, with one perk point the second target will take the extra damage and is indicated by the health meter in VATS. However, the third target reverts back to normal damage. It's not a matter of the third target having more hp or damage resistance, because I've tested by choosing the same target as either the second or third target. Once I acquired the second rank in it, the third target would take the damage as indicated, but the 4th "and beyond" would default again. Has anyone else noticed this? Or am I simply misunderstanding how the perk is suppose to work?

Its probably bugged - a good number of them are. One of the melee perks reverts to normal damage if you take the max level, one of the companion perks gave you +2000% chance to hit, etc.

I haven't tested it in a long time, but if I had to guess it probably hasn't been fixed mainly because once you attain the final rank it results in crits all around anyway. So I guess we just have to deal with it until we get to that rank, or wait to even take the first rank until we're high enough level to take them all.

Did you have any mods or unofficial patches?

I have no idea if it was ever fixed. When I ran into the problem originally I'm fairly certain I wasn't using any mods or unofficial patches as I generally like to experience the game 'as is' for a good while before changing things.
