East City Downs is a prime example. They could have had
Robot races you bet on as others have suggested.
You work for East City Downs tracks!
You work to take over and run East City Downs
You make and enter your own robot and the game makes robots to race against.
Quests from a settlement(s). A settlement wasn to run and a robot in the races and you have to find the parts to help them put one together.
Someone's sabotaging the races. Do you stop it or help them out?
But no. Bethesda gives us one or two things to do, both are about destroying the place and we go back to 4 talk options that all lead us down a singular path.
But agreed, I was disappointed in the fact that the hardcore function was removed, though implemented by Obsidian, they should have taken that as good advice in their development of this game. I am happy that a mod will fix this problem, so I'm not all too worried.
This game reminds me lot of their change from Oblivion to Skyrim. A lot of people hated the changes in Skyrim from the start because it did become less of an RPG. I feel that the company is trying and did move these two games towards a broader more casual aspect. Probably to grab a wider market, but in doing so disappointed a lot of the fans of the parent games.
As a side note, does anyone remember the molerat race from Fallout 3..?
There was this small raider group somewhere down in the DC ruins that had made their own little molerat racetrack with a bar and everything. But the scenario was the same, as soon as you approached they would all attack on sight (even the molerats).
Even back then players were begging for the opportunity to approach as neutrals and gamble on the race. So why the hell does Bethesda troll us with a similar scenario once again, just to be left disappointed..
Still, after clearing out the raiders in the combat zone, Tommy should have re-opened and you should be able to compete.

You have those very talented level creators at beth, creating often enough awesome and very interesting locations(even if some of them lack a sense of logic with them sometimes) but the opportunity is wasted by beth in not creating at least some possibilities for player interaction around the place, for whatevery reason(i really wish to know often enough).
I mean, easy city downs is a good example of that, combat zone as well(goddess you had the Thron in New Vegas and that worked good and was fun, even the attached questline was kind of interesting for being just an errand run), but for me those are the smaller ones, what really really disappointed me so far was Libertalia, that place looks great and could have been filled with a few questlines, even more for a "evil" character and as friendly/neutral character you still could have made that place interesting and give the player a few little quests/interactions but no, the moment i discovered it all raiders in there started shooting and few minutes later some of those ♥♥♥♥♥♥♥♥ in tin-cans dropped out of their vertibirds because "there is a gunfight somewhere, lets get going!" -.-
And in the few occasions where beth gives us quests for interesting locations, we get disappointing ones like on the Yangtze(where even her name shows a lack of proofreading the facts).
There is really just hoping in the modding community creating some nice questmods with the basics we got in the game as of now but it shouldn't actually be like that, thats just sad.

Hm, i don't know, maybe this is connected to the fact that, hm well, New Vegas was released in 2010 and most people played it already a lot of hours? Naaaaahh.
Yeah thats probably the case with most of these locations but that still doesn't make it feel good, now does it?
I disagree, i found the world design to be quite interesting, even more so considering the fact that it is set in a desert. But true, it sure had its boring places but well, Fallout 3 didn't shine in this part either(apart from the Carrier City, that was awesome).
If you would have noticed, people complained a lot that certain things where not possible in New Vegas but this is not about New Vegas but Fallout 4 and while comparisons make sense, i don't see how the point you just made makes a difference for the disappointment with the lack of player interaction on certain locations in Fallout 4?
Yes, out of all the Bethesda games, this one is lacking the amount of side quests as there were in the others.
Just like Vault 81, there are dialog options and side stories that don't go anywhere that make you feel as if some content was cut
