County crossing. No fancy decorations no supply lines no guard towers. It slowly ticked up and up and i avoided going near it. No idea why it happened.
I do have a feeling that provisioners that come under attack take away from happieness but its just a feeling no proof.
85-86 is about the highest i ever see unless i stick around in that settlement.

1) Find a new settlement that has pre-existing buildings. I used Kingsport Lighthouse, but I've heard tell that the boathouse or Croup Manor works just as well.
2) No trade routes, no companions in this settlement, just 100% settlers.
3) You want 3 settlers assigned to farming, and everyone else to manning aid station stores.
4) Make sure to set up your defenses right, you dont want this place to be attacked.
5) Every last bit of settlement budget is spent on paintings. Put pictures of cats up on every available square inch.
6) Kingsport Lighthouse is perfect for this. There's a house for the beds, plenty of ground for the stores, a tall structure to place turrets in for best field of vision, and plenty of natural walls to spam paintings.
Its not too hard, but you need to check back once in a while, especially when new settlers join, so you can assign them to an aid station. After that, just resume whatever you're doing and after a few hours of real world time, you should get your achievement. If you're lazy, you can do what I do, skip the radio tower and simply relocate 18 settlers to the new settlement, then reassign them and wait.
If you're short on resources, save the game, scrap a settlement or two, then do this. Once you get the achievement, reload the save.
