What's the point? Apparently everyone in the wasteland is sterile. I mean it would be good if there wasn't like 2% of the population left.

I like sanctuary on principle and it's location by red rocket. But honestly you just gotta consider Sanctuary to have 4 defective settlers, even if you can manage to get the named people assiened to things.
Don't assign them to food crops.. just... don't. Set them to guard posts for show (even normal settlers are wonky there. and 8 from a heavy MG turret always is better than 2 points sometimes), or a salvage table if you can stand them all hammering the same house forever.
Least you can get out of them is watching them beat 30+ heavy MG and heavy laser turrerets along your rooftops and walls to the punch with their shotguns.
My sanctuary is very loud. Between the sprinkled radios is the constant engine chug of 40+ turrets and people hammering away house walls.
See, the radiant quests require generic settlers ... so ... if you never get anyone new to settle in Sanctuary, it will never actually get attacked and you'll never get a silly random kidnap quest.
My sanctuary is 4 people ('cos I moved Preston out), all of them farming.
1 basic turret for defense
