Federal ration stockpile cheese?

Normally when all the enemies respawn at the federal ration stockpile and you are prompted to go there to rescue a hostage theres a raider in power armour but recently when i went there the raider in said armour was absent. But as I was leaving i found a power armour frame with parts in the same shipping container outside where i found another set previously. Has this happened to anyone else and is it repeatable?

The raider is not in power armor. The suit of power armor is a spawn, as it is unowned, for players to find, it is entirely possible to prevent the raider from getting into it the first time.

That said, if a Raider does get into it and the player kills them, the game will respawn the power armor so that the player still has the chance to get it later. Some people use this to farm parts.
