Not tried other settlement locations.
There is a window to place them a pixel or two wide, but not always. I can also place objects pretty routinely if they're clipped through the ground entirely.
It's only the Castle, and only on the cement. No other location is affected, and I can place objects all over the sand, dirt, grass, and water at the Castle.
Happens on the mortar placement corners, too.
I occasionally get a pixel or two wide area where it blinks green, but I am not fast enough.
I can easily place objects underground where they cannot be seen, reached, nor accessed.
Someone told me to change from first to third and back to first to reset the camera, but no luck. I was also scolded for messing with FOV but I haven't.
I have two related mods. Expanded settlement allowance, and one which lets you slightly overlap. I haven't been playing to try without these.
Also, I was able to build indoors normally until suddenly I couldn't.
