Report a translation problem
with the scrounger perk, its possible to find Cores in just about any container. You may have read a post from a person who had the perk; and Randomly found 4 cores in a container.
if you are having trouble with Cores (otherwise, why care?) then there are plenty of alternatives to keep yourself stocked in cores. If you'd like, I can elaborate.
As for the super mutant armor? not sure if that is guaranteed either. Rather, I think the 'spots' where the super mutant armor spawns can change. They will always be a super mutant piece; but I think the particular item can change. (not 100% on that though). But, it should be at the very Top of the tower, next to where the boss was; and the large loot chest. Its probably sitting on a metal shelf.
ive found at least a piece or two of super mutant armor in almost EVERY super mutant dwelling; so keep your eyes peeled. sometimes they are so large you don't really notice until you mouse-over it.

are you low on fusion cores, though? Otherwise, why care // ask?
probably fair to mention that fusion cores sold in Shops will re-generate. So, don't be afraid of wasting // using them. You can always buy more. 8)
