For things like boat flies and the blood bugs, its aweful because i cant target the body.
I really down want to watch a slow mo kill over and over and over just to get through my targets.

The irony
This new VATS is taken directly from the user made mod "Fallout Wanderer's Edition" that instead of stopping time, just made it go 50% slower.
It was made because people didn't like time stopping when using VATS.
Now in this game, people want the old VATS back.
I wish there was a choice between the two, because in some instances the 50% slow time is PERFECT, and in other instances the complete time stop is PERFECT.
To shoot grenades it's utterly awful.
To scroll to your favorite body part of enemy X while under fire from enemies V,W,X,Y and Z it's even worse,
especially since my framerate drops or the commands are just to slow to respond.
but it's nice to wait for the enemy to expose the weak points and I like that you can abort the whole thing and assign manual criticals, though.
A still one would be sublime, maybe I install aforementioned mod.
Also, I remember using VATS at the wrong instant in earlier fallout games. For example, I press VATS mode and my target just happened to go right behind the wall, so now I have to exit VATS and re-enter the next moment. In slow motion, however, the target will slowly to where I have a better opportunity and I can readjust.
You can make it work in your favor - I'm confident you can find a likeable advantage.
Otherwise it's tough to use, tough to actually click a body part. I never used it much in 3 or NV, except to shoot weapons out of mutant hands becuase again, I enjoyed the humor of it.
I consider it complete chickenshit of me to use against deathclaws, or any other tough boss-like enemies. I should just go sit at the kiddy's table in that case. :)
Like most things in FO4, it's pretty much pro / contra.
I like that it feels more interactive and you have to be fast when using it, this is a pretty big change against the timestop in FO3 where you could take your time to check out the best shots.
But what totally sucks is when you line up a 95% combo on a target and it moves behind some trivial cover like a stair railing = all shots hit the cover instead.
Also you still can't use grenades/items or command companions, so the "turn based factor" hasn't improved at all.
