Gene, Never wants to sell his dog.

Every time I run into gene, he has changed his mind and does not want to sell his dog.

any ideas ?

you need to success the persuasion dialog the first time you speak to him ( first try ) . if you don't , he won't sell you dog.

I never even get a Dialog Option, as soon as I walk up to him he says he has changed his mind, and if I talk to him he just says "yes" then walks off.

I got the dog, just persist. he will ask you where to send it, [adds 5 to defence at chosen settlement].

You have two options:

1. Get your charisma stat up (easier persuasion)
or
2. Quicksave (F5) the game when the colored speech check appears and reload (F9) it until you get through.

I never get the speech check, as he walks up he just says I changed my mind, evey time I find him.

probably because you have just 1 charisma, and maybe you need a minimum charsma skill ( like 5/6 ) so he decide to talk to you and offer dog. this kind of things did exist in f3 with karma , you couldn't get option to recruit the robot if you had good karma.

same here. i tried to kill him after that. but he was kinda too strong and killed me. end of my dog story.

the dog is not a companion like dogmeat, no dialog and he don't follow you, just a dog that wander in your settlement and defend it.

i'm not sure but , i know this guy comes back sometimes with another dog ( random encounter event ) . So , if many weeks ingame past, he may have forgotten you , and, then if you have charisma, you still have chance to try again.

My Charisma is +16 after I use Meds, +8 without.

Do you need to have Dogmeat with you for this Guy to sell you his dog ?

I have just bumped into him again for the 4th time and he still says he has changed his mind, and still and wont sell it.

My Charisma is nearly maxed out, as well as my Luck is very High.

Could be..whenever i meet him with dogmeat he mentiones "my dog would have some company to play with"

You need charisma 6 to suceed. He'll offer, then seem to change his mind, but with 6 charisma, if you keep pressing, he seels you it for 250 caps. You can meet him multiple times. Each dog adds 5 defence to the settlement you place it in.

I had Piper with me [got the dog ok] didnt even know you could Not get it til I read here. [yes my charisma at 7. you can get brahmin from Kelly multiple times too.].
