My post was directed towards the first part of their post. I actually didn't read anything past the first sentence.

Once again, I never said I have a budget PC. I simply said a budget PC can last you for a few years if you keep it upgraded. Mine cost over $3,500 total with all the upgrades (PSU died and was replaced and I upgraded from SLi 670s to a 980 Ti). I should also note I overclocked my 4770 i7 to 4.5GHz and heavily overclocked my Superclocked eVGA 980 Ti.
Some people will say their PC that's within your budget runs the game fine etc etc etc, but if you do the same and it doesn't those same people are not going to compensate you for your loss, so being realistic either aim for the XBONE/PS4 or save your money.
I highly doubt anyone who builds a gaming PC is building is for a single game. Just because they are excited for FO4 doesn't mean once they build the PC they will ONLY play Fallout 4.
For people who cant afford much I cant recommend a Gaming or even Highend computer. You would need a 1000 Euro rig to max this game out on playable FPS. 500 Euro for lowest settings with playable FPS.
I7 3770 4.2 OC and a GTX 970 SC, never drops below 55 at Full ultra. AMD... Cough...
Just save your money until you have $800-$1000 then, that's my opinion anyway.
