Question on the rail gun.
Does the displayed damage come from a standard shot, or a charge up shot?

I can only assume double based on the 100% charge scale of the gun but i have not tested this, and a charged shot is impossible in vats so it's kinda hard to measure the damage.

You can use tdetect to have enemies completelly ignore you(and each other), maybe that would help for testing?

shots in vats are fully charged they always do pretty much the same as a non vats fully charged shot. tested this out on mirelurk queen and sentry bots head shot vats and scoped head shots without vats fully charged
Also for laser rifle as that has a charge up as well ever notice how it doesnt do the same damage the more shots you do in no vats mode try waiting between the shots more damage. ghouls are a good example first shot pretty much kills them cold rapid fire they take more hits to go down.

Body shots actually seem to do more damage on robots than headshots, at least according to VATS, which makes sense considering robots don't actually have brains and most vital systems would be on the chest, which is a bigger region to fit all inside the chasis, the head should only be for optical sensors, if that.

Damnit I thought you meant the railway rifle which confuses me.
Seems to me a fully charged gauss rifle shot does at least 1.5x damage the base damage. Since most enemy has some DR it's really hard to tell.
The wiki says the two digit display on the gun shows the bonus damage from a charged shot. That would mean the maximum is 199% the base damage.
