You can get one perk point to spend on perks, some of which increase SPECIAL attributes. You might want to look up console commands (e.g. "player.modav luck 10") if you don't like this change
I like the no cap thing. Caps are for MMOs, SP games should be freer.
You get ONE POINT. You may put that point into one of your SPECIAL attributes, OR you may put it into a perk. Not both. This is exactly how it is supposed to work.
YOU HAVE TO CLICK ON ONE OF THE SPECIAL points in order to raise your Special on the PERK Screen.
If you want to raise INT, when you level up and get a perk point, you go to the perk screen and click on INT instead of a Perk in order to raise INT a point higher
