I can understand some confusion over why PAINT of all things, is incompatible though.
I mean, things like the X-01 specific anti energy coating yeah I get that. But... Paint?
Not enough to go kill one of the few groups of 100% decent people in the wasteland, though. Jesus son/madam/other.
Save it for the Railroad. They are incompetent enough to deserve it.
Minuteman = T-45 only
Railroad = T-51 only
BOS (found only II, III, V, and VI), Atom Cats = T-60
Institute = X-01
All other can be put on all armor types, except Winterized (can't go on X-01, replaced by "Prismatic" which looks like ass).
You know where you get the Shark paint? A trailer at the Atom Cats.
(And yes, the Shark Paint works on your X-01 armor)
EDIT: Honestly, you know what really stands out as "WTF?" for Armor mods?
How bonkers resource intensive lead paint is for your power armor (Let's see, lead... Circuitry?... fiber optics!?), as well as how POINTLESS it is, because power armor already breaks 1,000 rad resistance so the paint does nothing for you unless you want to bath in the glowing sea crater.
Lead paint for your torso is more resource intensive than the JET PACK.
Meanwhile, one of the very best things, explosive shielding on your X-01, only needs glue, alimunim, and ceramics.
Sadly only the chest has any notable "Shark" features, it's a green paintjob otherwise. But it's the same bouns as the rest of the hot rod magazine paint.
I heard there is a Hot Pink one too, but I forget where that is
