What exactly do I need to do to unlock Ballistic Weave mods?

Do I need armorer perks or what? I've done all of PAM's quests as far as I know, and that stupid ♥♥♥♥♥♥♥ Drummer Boy keeps following me around telling me to talk to Tinker Tom, but every time I do he has nothing new to offer. Is this just another case of Bethesda wasting everyone's time by releasing a ♥♥♥♥♥♥, broken game? Or is there something I'm missing?

You need to do a few Jackpot quests then Tinker Tom will tell you about the Ballistic Weave tech they found in one of the chaches. Some get it on the first, others on the second, others on the third.

I think I've already done three. No one is offering any more quests.

It is a small window. Do one jackpot quest, then talk to tinker... If you don't talk to him after the first jackpot, the stupid thing is no longer available.
