Settlement Bug: Resources not being listed while away
I keep having problems where a settlement will randomly stop remembering it has plenty of resources and happiness will keep dropping until I go personally visit the settlement, and then when I show up everything is fine and happiness starts going up again. For Sanctuary, it will go up to around 83 if I stay there and will just keep dropping and reporting the incorrect resources to my pipboy if I stay away. It happens to other settlements as well but a lot more often with Sanctuary. Below the pipboy says I have 5 beds, 3 water and 54 defense. I fast travel to the settlement and settlement interface shows I have 16 beds, 19 water and 76 defense. I walk outside the settlement boundaries and fast travel away and it says I have 0 water, 0 power, 5 defense and 1 bed.

The bug gets better.

Sometimes the settlement doesn't remember you have any settlers. You look and it has some ridiculously low number like 2 or 3 when you left it with 15.

So, the game keeps recruiting them up to your CHA max if you have a beacon (in the background).

Then you go back to the settlement and have 30-50 settlers standing around.

Oh damn haven't experienced that one. I have seen a couple settlements with underreported number of settlers but I keep my beacons off and only turn them on to populate specific settlements. Tonight I just started saying screw the settlers. If they can't defend themselves with all those turrets then it wasn't meant to be. I'll just go switch on beacons if and when the population gets so low I can't maintain the supply lines. The ones near budget cap don't need connected anymore anyway. Might be nice to have some more places to myself.

Remove any TV's or Jukeboxes, they are the culprit of the issue, all mine are reporting properly in the stats now.

Can't be the case for me at least in Sanctuary. I don't even think I've given them a radio up there. Don't much care for the TV or jukebox. TV doesn't play anything and goes dark after a while and the jukebox only plays classical.

Ya didn't give any TV's but some of the houses have them in when you first started building, remove those. check the bedrooms and main room areas in each

There were 5 in the surrounding houses. I'll see if storing them makes any difference.

I had this issue as well.
I was doubting that unconnected TVs were the issue but when I cleared my Sanctuary from those pre-war TVs it was fixed! Also I had a Jukebox manually set in another settlement which bugged out and removing that fixed it as well. So run around and remove all those pre set up TVs and you will most probably be fine

The Slog and Taffington Boathouse have both still shown the wrong numbers and had happiness drop with no TVs or Jukeboxes in the settlement. Greenhouse Nursery also has no TVs or Jukeboxes but had everything destroyed because it was reported 0 settlers. I waited through a raider notification and it said it failed. When I went over there, everyone was walking around like nothing happened. But I had to repair all food and water sources, generators and every tree inside the greenhouse had to be repaired. Sanctuary hasn't been buggy since I removed the TVs (yet) but it may just be a matter of time.
