Report a translation problem
Sometimes the settlement doesn't remember you have any settlers. You look and it has some ridiculously low number like 2 or 3 when you left it with 15.
So, the game keeps recruiting them up to your CHA max if you have a beacon (in the background).
Then you go back to the settlement and have 30-50 settlers standing around.
Ya didn't give any TV's but some of the houses have them in when you first started building, remove those. check the bedrooms and main room areas in each

I was doubting that unconnected TVs were the issue but when I cleared my Sanctuary from those pre-war TVs it was fixed! Also I had a Jukebox manually set in another settlement which bugged out and removing that fixed it as well. So run around and remove all those pre set up TVs and you will most probably be fine
