Clearly he's your wife, who didn't die, but swapped herself for a synth that was shot by kellog then she got dramatic cosmetic surgery to go all Shiek and come to save your sorry ass because you suck balls at shooting enemies.

Unless you were the wife in which case it's the other way around.

He isnt anyone, he has been fallout 3 and fallout new vegas.

In Fallout New Vegas, you meet someone by the road who plays guitar. Exhausting dialog options reveal that he's (most probably) the Mysterious Stranger's son.
