"setlocationcleared 32192,1" then marked it cleared on the map, although that's not necessary to turn in the quest.

The quest is still buggy even with the latest updates from Bethesda and I'm also including the mod "Unofficial Patch of Fallout 4" the quest is still buggy and I wouldn't be able to progress the entire series .. !!

This Fix still works in 2023.

The issue seems to be the Ghouls are added to the wrong faction and the cell isn't reset like it is supposed to be

There's a side corridor to the main room you enter on the opposite wall. The "critical" zombie in my experience is invariably in the medium sized room at the bottom of the corridor.
P.S. You do realise there's a basement exit where there are usually a couple of zombies don't you ?
