Report a translation problem
1. The community mods you can download from bethesda.net are "safe" in that they contain no viruses and will not break your computer if you install them.
2. If you download and install mods incompetently, they will not work correctly. If you completely foul up, you may need to uninstall your game, find and delete any other files related to FO4 and your mods, and reinstall your game.
When you use community mods in Fallout 4 from any source, you first need to manually make some changes to your .ini files. The edits are listed in the pinned topic C:/Help/Mods/Issues with Fallout 4 in the section titled "Enabling Modding for Fallout 4". This pinned topic has a wealth of other information about modding your game.

Mods that aren't safe, in game download or not, are mods that scrap everything in a settlement or allows you to scrap everything anywhere. They break precombines and will break your save games. Unless the trustworthy author says otherwise actually mentioning precombines.
Adjusting your ini file for modding was when Fallout 4 was released. It isn't required anymore after a patch long time ago before they had an in game mod section.
Managers keep better track of installing files, sorting conflicts, and updates.
Still, rather not use anything else like Nexus & loaders.
I worked hard just to de-steam FO4.
I know about modding in general, especially bethesda games such as skyrim, been using NMM but moved on to vortex, still not familiar with MO2 but that's not really an issue.

I just wanted to download the modern weapons tactical edition mod, the only place i could find to download such mod is in the game, so i wanted to know is download the mod from the game itself breaks the game or not?
The mod you want to download adds weapons and a vending machine. It should be far down the load order but above anything adding modifications to weapons/armor (barrels/scopes) and any mod that demands being last. The author mentions something about this.
