Installed correctly, F4se will give you an exe that you can then make a shortcut of to use from desktop (after launching Steam - if you try using the launchers without having steam open already, it will attempt to launch the vanilla game because steam's dumb like that sometimes and somehow interferes, at least that's been my experience whenever I mistakenly click this way).
Use the MO2, apparently, to download, install, and organize your mods. F4se is a LAUNCHER. Not a mod organizer.
To the right of the 'run' bottom, there should be a combo-box with F4SE the first entry. If its missing there might be a problem with you MO2 installaton
