Stash.
Is there a base or stash somewhere where I can store stuff persistently.

Sanctuary is 1st base, the one where you start, otherwise I would store my stuff in a settlement with no settlers (that way you don't get attacked and no body will touch your stuff); you'll find more bases later, and you can evict settlers from settlement (by killing them or moving them to another one)

It can really be anywhere, just find a cupboard or make a crate on your own, etc. Ideally setting up shop in a populated settlement with your own traders is a good way to offload and buy supplies aswell, just make your stash in a place where your settlers won't get to

I use the Root Cellar in Sanctuary. It is immediately available, and inaccessible to settlers and invaders.

Some people also like to build their stash on the roofs of buildings or behind a secured door, even a corner in a house where settlers or raiders don't usually go to is already enough, I myself like to use the bathroom of the player house in sanctuary, just for the metal gear v vibes

If you really want your stuff to be secure, the mannequin style "Armour Rack" from the Contraptions DLC is what you want to use.

You can store any item in it (not just armour) and because it functions as a ghost NPC rather than a regular container, NPCs can't loot items from it.

There's also the player home you can buy at Diamond City ($2K) No settlers, raiders, or trade routes to foul up your hoarding.

That's where i live in most of my playthrus. I wonder why all settlements are exterior places. I dont like hearing winds, rains etc. Home plate is good :P

Vault 111 is another option. You have to zone in to it guaranteeing that no one else can get to things, there is the a couple lockers you can use. Really though it doesn't really become much of a problem with settlers taking things out of the stash.

no one visits and unless you got a player home / settlement mod for it then it should remain untouched.

If you want secure stash, but with convenience of supply network system, I recommend Red Rocket truck stop, a gas station just South from Sanctuary. It's a fully functional settlement with no population (unless you bring them in), so it never gets raided, no matter how big your hoard of resources is.

Any container in your settlements store items presistently. You can place new containers anywhere in the settlement. That's kind of what settlements are: map locations that don't reset.
