ballistic weave mark 5 on any suitable clothing + polymer heavy combat armor on top of that
you will have to join them at some point and you only have to do 2 to 3 PAM's cache missions then talk to Tinker tom he will offer you to sell clothing that looks like normal clothing but its armored .. after that you will have the upgrade option at any armor workbench available
after that you can murderize them all

The only real threat at 200+ defense are explosives, rocket launcher and Fat man. Fat man is stupid because you can happily stroll around killing raider and suddenly one of them whips out Fat man, you hear that whistling sound and boom!
i dont remember the exact values but its pretty high even without perks
Ballistic weave is bit too powerful for my liking. It weights nothing and it provides same level of protection as full set of standard combat armor. It is nearly mandatory and does not have any other alternatives, which is bad for open world games where gearing is big focus.
There is general problem with The Railroad because it provides essential gear very early such as The Deliverer and also ballistic weave later, which almost forces you to cooperate with them at least for a while.
i don't mind .. as long as i can still look sexy in my clean lab coat and have 100 armor rating ^^
Some hats can have balistic weave.
lmao you can pretty much make an anime character that wears a swaggy clothes and soaks up bullets like you have a fully military gear on
