Shadows 'pop in' yuck - help me?
No I am not drunk and you read that right.
I have every setting set to Ultra or whatever is the best quality able.
I walk about 30meters (10ft) near the shadow and it goes from a light shade to a nice detailed and deep shade of gray/black(shadow colour).
I want it to be that nice crisp dark shadow all the time, even if I am 100 -200 meters away so I don't see it 'pop in' from the light shading of gray to a deep shading.
Can anyone please help. I can give screen shots if needed.

You won't be able to handle it; shadows tank the framerate (I've also got a 980ti and a more powerful processor). It's not hardware limited so much as it is engine limited.

That said one of the settings in the .ini (don't recall which one off the top of my head, but it'll have "shadow" in its name) can give you what you seek.

In your falloutprefs.ini file try changing the setting "fBlendSplitDirShadow=48.0000" from its ultra default to "fBlendSplitDirShadow=1000.0000". See if that helps.

This.
Also running with an i7-4790k & a 980ti. The engine can't handle it. It isn't a hardware problem but an optimization issue. Plain an simple.

Its Ambient Occlusion and no one has found the settings to adjust its range yet.

Sadly uping my "fBlendSplitDirShadow=48.0000" from its ultra default to "fBlendSplitDirShadow=1000.0000" only cause a decrease in game play smoothness per frame (maybe frame stutter or drop but was still getting 60fps just looked a little less smooth) but it did not give me the dark bold crisp shadows I would like. And it does look like the Ambient Occlusion is behind it all. I can see there must be a way to adjust the Stage 2 (darker clear bold shadows) shadows so they are loaded much earlier. I am going to mess around and see if I can find a setting I like. Or I just fail.

Hmm was worth a try. You could also try changing how many shadow splits are to be used by messing with "iDirShadowSplits=3" 2 or 4 and so on. The shadows are a real problem in this game and need to be sorted by Bethesda. Good luck.

good offer. I did try this and to no luck. I have tried just now to do this and will test it in game in moments:
fDirShadowDistance=17000.0000 (was 3000)
fShadowDistance=17000.0000 (was 3000)
iShadowMapResolution=4096 (was 2048)
I will be back.... :D and let you know the outcome
