Instead your sneak perk determines your effectiveness at sneaking.
"Each point of Agility yields 10 additional action points:
MaxAP = 60 + 10 \times Agility
Each point add directly 1% to pickpocketing chance."

Just a thought, but I think agility may decrease the distance at which people notice you the higher it is.
But pretty much the sneak perk is the way to do it to get really close to people quick.
Also why is it bullet based weapons get a 5.3 sneak bonus, but my energy weapons top out at 3.5 for some reason? makes no damn sense.
It is the same as the other fallout games for me, the perks in SPECIAL are more important than the actual base number
Except because they do not actually see you, they are in "suspicious" mode. Which means you will hear nothing but "♥♥♥♥, I THINK THE GUY IS USING A STEALTH BOY!!!" over and over and over and over and over and over and over.
That said, in game it DOES say that Agility helps sneaking. Seriously, it says it when you look at the Agility Stat, and it says it in the help files.
I can understand the confusion though, there are a lot of odd ball listings. For example, Pickpocketing is a PERCEPTION perk, not Agility. As is Locksmith. But the help files say AGILITY assists pickpocketing.
