In other words, you don't avoid the storm (well, with the exception of the mortar as was mentioned years ago). You just clean up afterwords. Bethesda couldn't be bothered to program safe spaces into the game. You are either in an interior cell and there is no weather, or you are in an exterior cell and you have the full effects of the weather even if you are in a structure.
