As for proof, well I haven't seen BoS trying to whipe out the ghouls in Goodneighboor.
i doubt they would help ghouls ... let me quote one of Institute scientists
"we have all this advanced technology and we cant cure common cold"
also they didnt cure Shaun from his condition
yeah... they are great at engineering , synth production , hydrophonics and teleportation technology
but they SUCK big time with medicine
Consider though, that most moral non-feral ghouls, when faced with a 'brain melt' will probably eat a bullet first.

No they don't. They don't know why some ghouls go feral, and others don't. There was a doctor researching ghouls in Fallout 3. There are many prewar ghouls that didn't go feral. There hasn't been a definite answer of why, but we do know that there are people such as Carol from Underworld, the Ghoul in Goodneighbor etc were all prewar ghouls, so time plays no part.
And no, only someone who hasn't played FO4 would still cry that it "isn't the real BoS". It is on par with New Vegas BoS and as close as it gets.
Maxson and the paladins in FO4 are actually worse than the BoS in New Vegas. At least in New Vegas the local chapter gives the NCR somewhat of a chance (until you replace the Elder). If Maxson were there, he'd have attacked HELIOS immediately and killed all the NCR.
There is no confirmation because 220 years later you can still find ghouls who were created at the time of the nuclear apocalypse or even before and all those ghouls are still perfectly normal. So there simply isn't sufficient proof that all ghouls will eventually become feral ghouls.
Speaking of the Enclave, did anyone else find it odd, that it wasn't mentioned in 4 at all? Maybe i just missed it.
Because helping actual humans isn't important to the Institute anymore.
