Report a translation problem
I have just been waiting for them.
You could open the console, click on them, and write down their PRID when you make them provisioners.
Keep a list.
Then, later, when you want to change them you use the console to bring them back to you.
Open console
Type 'PRID XXXX' - where XXXX is the settler code you wrote down earlier - Enter.
Type 'MoveTo Player' Enter.
Which should move them to wherever you are.
Bit of a necro but after figuring out how to find a lost provisioner I am going around telling every post I can find asking about it recently.
You will have to work for it, testing as many as 20 odd beds with console comands, but this *will* work if the provisioner exists in the game at all.
1. Go to town the provisioner resides in (where they are taking bed space and were before you made them a provisioner)
2. Go to a bed you think they might own
3. Open console and click the bed, type "isactorrefowner" without quotes
4. it should say "settler(hex code)" if it is owned, if it doesnt have an owner or has an owner you know is wrong go to step 2
5. type "prid 'hex code' " with the above hex code (remove all quotation "" and '')
6. type "moveto player"
7. exit console and see if it is the lost person, if not, go to step 2
This process will take a bit of time, but helped me find all my lost and gone forever provisioners and get my game under control. Good luck.

Probably in their hometown, so that would make some sort of sense.

But maybe my game is broken and yours works fine.
My provisioners definitely don't turn up as soon as I fast travel.
Ocassionally (like 5% of the time) they do.
