Can't build more Radio Beacons, Limit or Mods? [SOLVED]
After playing for a while, I have made 11 settlements. Each has a radio recruitment beacon, and all but 1 have settlers and supply lines.

I tried to make a new settlement at the Airport after finding the workshop. (it's outside the Brotherhood's area in a waiting lounge area with many couches)

I can place a generator, but in Power -> Miscellaneous where I can see the Radio Recruitment Beacon's icon, I only get 3 items: Terminal, Lightbox, Powered Speaker. the Beacon is not in the list any more.

I went back to an earlier save when I only had the Sanctuary settlement and was able to craft one then. Now I cannot. I even tried to scrap a tower in another settlement that never was powered up (I forgot to put a power line to the beacon) and I still do not have the beacon show up in the list.

Is there a limit? If so, it came after I made 11 beacons and got 10 of them powered and working.

Could it be a mod interfering? I have the following running in Nexus Mod Manager:
Homemaker, SSEx, Armorsmith Extended, and Crafting Workbenches. I tried disabling all of them, and still can't make (or see how to make) a new Beacon.

(edit) Can I spawn a workable beacon?

Any thoughts? This is the first game breaking bug I found after many, many hours of gameplay. Thanks!

The airport is extremely limited in what you can build. No transmitters, no food...

i think you arent allowed to build radio beacons on BoS turf
even if its marked on map as a settlement

its just for the purpose of storyline where you have to build signal interceptor

^ what they said - you can't build certain things at certain places. Like for instance, the house you can buy in Diamond City has a workbench inside that allows you to build stuff in there, but obviously you cant build a recruitment tower in there, and so the option isn't provided.
Whew, thanks everybody! I thought I broke something. I'm actually amazed at how UN-broken this game is compared to Fo3 and FN-NV.

i wouldnt be so hasty with that judgement
some perks are beyond broken aswell as some quests

for example i still was recieving MILA quests even when Tinker Tom was dead it was pointing me to its corpse
