Report a translation problem
As for Sturges, yeah, he loves to wonder around the settlement. Just ignore it, he still counts as a valid worker if you assign him somewhere.
He is not anywhere to be found and is no longer assigned to my scavenging table, so he is not a valid worker. I will try moveto player though and report back, thanks.
Yeah I tried that but he doesn't appear :(
moveto player doesn't seem to work either
As stated above, using the base id to teleport did not work but clicking on him in console gave me his proper ID and the teleport command worked.

Those NPCs that hang out inthe work shop area making the same comments over and over seem like being sent to another settlement may be what I opt to do next.
If you choose the minuteman path he is required to do part of the questline. I was just worried he had disapeared completely.

Not always, some tend to get "stuck" because it seems the developers forgot to allow that teleport ability settlers have to occur when ringing the bell.
Use console then type: (forgot which one is the good one, the base id or ref id)

player.moveto 19fda
ref id
player.moveto 1a4d8
One of those two console commands should move you to his location so you can see where he got stuck. I have found it is usually somewhere close to a bed the farthest away in a settlement.
