Another tip is to simply build beacons at other settlements and simply move them to Sanctuary.
The main thing to remember is it is a % chance to gain a settler per interval.
I raised my CHA to 13 and am still hovering at 17 settlers including the companions who camp there...(which I suspect are treated as "bodies.")
Having beacons active on other settlments will not decrease chances to get them to sanctuary.. in fact it will increase chances of getting settlers. Only they will get attracted to other settlements. but you can simply move them to Sanctuary.
In workshop mode. Go to a settler, highlight em. And you'll se an option to move them to a different settlement.
There is a bug, dont know if you have it. The bug is this, check your settlement for settler count. I had the Castle settlement with 25 settler, didnt show on the data tab. Dont know how it happened but none of my other settlement were getting any settlers. Had to manually move settler from castle to others. I could only have a max of 18 settlers in one spot. Once I did that , my other settlement started getting settler again with the Beacon.
