Machine shops, restaurants (cooking oil). Used oil cans still give oil, if you're wondering.

I wish I would have realized it sooner, but all the lighters you find can be scrapped for oil. Plus gas can's and blowtorches.

You can also buy it from KLEO and Teagan, maybe someone else I don't know

Just craft cutting fluids instead. Like adhesives, oil is not that easy to find in this game.

look at a chemstation for the receipe of "cutting fluid" (the only point under utility).
have a look at kitchens, where you can find cooking oil.
old workshops, garages, tinkering cellars etc. you can find used oilcans
industrial buildings always spawn oil containers.
some merchants offer shipments of oil, for example take a visit to the quartermaster aboard the prydwen if i remember correctly.

cookingoil (slender silvery flasks)
blowtorches
aluminium cannisters
used oil... (small pumping thingys)
industrial oil canisters
scrapping flamers should also result in a oil or to iirc

my first playthrough I utilized the Settlements and linked them with local leader etc; and was able to craft tons of oil via Bone. Settlements can auto generate pretty much all of the required stuff for Oil accept for Bone. (fertilizer has acid, and placing a Brahmin trough generates fertilizer.)

So, make sure to Tag Bones for crafting oil; and youll find TONS of bones around any super mutant camp. By 'tagging' bones, itll make the hard-to-notice bones in the camps easier to detect. Youll be rolling in oil in no time.

That being said, my current sneaky playthrough does NOT have science, nor local leader... So, im finding it a bit harder to keep up with stocks of oil // adhesive. Not impossible though. Its actually much funner IMO.

basically, if you invest into settlements you can easily be rolling in adhesive, oil, Jet, and Caps. made a survival playthrough almost too easy.... you literally have near infinite amounts of jet with a handful of settlements linked with Brahmin producing....
