not neccisarily useless, if you have a stealthy type character with a maxed out sneak perk you stand a good chance of stealthing away after a couple of hits, or if your a pure melee build just wail on the enemy and the bleeding damage will stack quite fast and help you finish off enemies faster.
you can melee witha minigun witha certain upgrade to it.
pretty much the only time the minigun actually becomes useful
I dunno, I have an explosive minigun, it seems to do okay, I still prefer my silenced sniper rifle and combat shotgun though.
If you want to see something really OP, find a Wounding Minigun. 25 points of bleed damage stacking at the minigun fire rate. That's some good stuff.
Personally, if the bleed affect damage value was a percent of the base weapon damage, then it'd scale across weapon types. I.e. a 400 damage Gauss Rifle would get 20% DoT, so an additional 80 damage, a 16 damage per shot Mini Gun would get 20% too, so 3 additional DoT, but with that stacking up it'd still be very powerful.
On a personal note, when I snipe a high-level foe where even my best head shot doesn't quite take them out, it is amusing to see them collapse soon after they start running towards you...quite spectacular when it's a Sentry droid going boom.
