Does anyone have a complete list of "underlayment" style clothing?
As in the stuff you can wear under Chest/Arm/Leg armor pieces? I know for sure:

Vault Suits
Army Fatigues
BOS Uniform
Road/Raider Leathers

Anything else?

I think most if not all of the gunner runner outfits allow for armor to be worn over it...considering that many gunners wear leather and/or combat armor.

Yeah but some of them are "partial" outfits that only allow like, arm and chest pieces to be worn for some reason...

It was divided like the armor system we have now, but with more parts :

Head
Shoulders
Arms/bracers/gauntlets
Chest
Legs
Feet

So you could have a heavy armor yet having some kind of dress surround your legs, which was a bit weird anyway lol.

Bethesda should have given us more choices, because honestly the ballistic fiber ain't really worth it, yes you got more armor, but the bonuses from armor parts are just better.

Does sound like a good system. I wonder why they didn't use it now or in Skyrim.

There are cliping with some clothes of course, but with a lot of suits armor pieces looks very nice

not quite what you're asking, but since i have seen a number of people write in a context that suggested being unaware, did you know if you just remove everything and cycle the cursor over a clothing item, if it just gives Vault Boy the jumpsuit image over, you can tell what is and isn't an underlay

you can see what extra armour can be equipped with apparel in the pipboy screen, the parts that can be used will highlight in the little picture if anything is flashing it means they can't be stacked
