But you don't have to hit up the chem lab first, there's really nothing special there save a *few* drugs and some hazmat suits.
tl;dr I don't know a fix but you'll get more out of it by just taking the chems and leaving Paul to himself.

Trish isn't supposed to be dead. She's usually marked essential. Are you using Bilago's tool to make all npcs killable?
Either way, resurrect her and I think you should be good.
You get the option to let her live or kill her, and I killed her and took the map off her corpse (so now I know where the lab is).
Only problem is paul staring at her f***ing corpse.
Does the map tell you how to get in? Without the password/tripwire sequence you're boned anyway.
I just did this quest like an hour or so ago but I didn't encounter a similar bug. Resurrecting her is all I can think of :P
Like I said earlier, I'm not even sure you can get in without getting her to tell you the password/sequence.
Just hack terminal?
The sequence is on a note you can loot from her dead corpse.
Killing her is very much supposed to be an option, and the most likely option most players will take.
Killing Trish or letting her live doesn't change anything as malcom still finds out that you killed his son despite there being no alleged survivors, she also rats you out to Malkovich even if you pass all the charisma checks, so just put a bullet in her head after you get what you need
But staying on topic, yeah it sounds like your quest is bugged, seeing as how Paul doesn't have any interracions that would warrant a response from Trish. I would suggest loading an earlier save, if possible
I'm sure there are ways to progress with console commands, as well
This will have to be resolved during the last portion of the quest (As far as I know).
After meeting with both Paul and Cooke around the corner from the deal, before you initiate dialogue with Cooke, take a right at the corner, this will take you in the opposite direction from the deal. on the right hand side from there you'll see a tunnel and a yellow car, keep this in mind for the next two steps.
Step One: Initiate the attack on the deal (I just mowed them down on sight without any dialogue), and make sure to knock down Trish for a few extra seconds because she may bolt during this step. As soon as all enemy members of the deal are dead, quickly initiate a conversation with Paul, for some reason it will trigger the dialogue that appears when you don't take Cooke's drug deal quest. He will thank you for a job well done and hand you some caps. [This will allow the otherwise glitched line to trigger from Paul before Cooke departs]
Step Two: After speaking with Paul, murder, or release Trish. If you decide to kill Trish, as soon as she drops, pick up the quest item and hold E (or whichever key you have Activate bound to) on her corpse and drag her towards the tunnel/yellow car. Her body will have to be out of reach for any kind of dialogue camera pan, so I chose to be certain by laying her body on the tunnel side of the car then blowing the car up.
Head back to the deal and with luck, Paul should be interact-able.
P.S When I spoke to Cooke, I was alone. It's my theory that this glitch happens when you do so, and the two branch paths of the quest line script overlap, and has to be resolved by completing one while Paul is not under the effect of the other branch's scripting i.e the window between the drug deal shootout and the Trish dialogue that follows. Hope this works for you!
