How random is it? It is true RNG in that it may proc for a quest, but upon reloading, will not do it again? Or is it a static value that will remain the same each time?

I wish I still had that link... the proc chance is based on your INT, I believe a base 1 INT is something like a 12.5% chance to proc. You can save scum for quests, I believe so long as you have not yet initiated dialogue for the quest turn-in, you're okay.

it is RNG, if you do reload it will not pop up again unless you are very very low intel. But it is kinda of a weird perk to have, high intel gives overall more xp anyway, if you have idiot savant and alot of intel it gives even more, a lower random chance at way more xp is better than more random multipliers with less xp

Yea, I've got 10 INT so I'm gonna be here for awhile. I actually got it to proc but I wasnt awarded any extra exp. Maybe the game is catching on...
