If I wanted to mod the game in a way that negated the basic rules and constraints of the game I'd need to consider whether I actually wanted to play the game at all and not just some sandbox that lets me do anything I want.

Use these two commands to dictate that. That's the settings I run from a text file so I just need to type "bat 1" and it's loaded each time I start the game. I think thrust is around 150 for base, not sure, but 200 gives a bit stronger up. And the sustained, I think 1 is base. 3 makes you leap tall buildings easily. Much more enjoyable. Don't have to use elevator in diamond city, and can also fly up to the BOS blimp.
Then you've certainly missed the entire point of fallout. Modding the game is half the game, custom make it to your pleasure. Feel that submachine guns can't kill a radroach? Mod it. Feel that jetpack flying 3 meters off the ground before decent is ridiculous? Mod it. Want to add more than just 1 companion to your team? Mod it.
Modding is what keeps games alive, and what has made the previous two titles so extremly good. The endless modding and customization to your needs. If you don't want to mod the game, then I suggest you get comfortable with the game how it is. Because the devs won't change anything, because they gave US the tools to do so.
