You have to exit the frame, then you can either adjust your pieces on it or put it on the rack for crafting. You can find frames all over the place. There's one just east of Sanctuary near the satellite station and a few others in various places. Most of them aren't a full set, but you can loot different pieces from the various raiders and bosses you'll find wearing power armor around the Commonwealth.
What I was referring to was the ability to build new armor pieces, maybe from a schematic found somewhere or bought from a vendor. Example: a schematic for the right leg of T-60 power armor. A full set of schematics would set you back a few thousand caps at least. Of course, the schematics would only be for the Mk1 versions of the pieces. You would still have to mod pieces for the Mk II's etc.
