Since there is no way to accidentaly go beta or anything there really isn't a need to check.
All PC copies of F4 are binded with steam.
In any case, in the game, settings->display; the version will show in the lower right hand corner of the menu window (not the game window).
Edit: I don't think you'll need to go to display, settings alone should do it, possibly.
In any case the current non-beta version seems to be 1.1.30.0.0.
Personally I couldn't care less whether OP paid for the game or not, Bethesda won't miss 60 bucks, and most people who play for games without paying for them wouldn't pay without trying them first in any case. If anything it's free publicity. *shrug*
That said, OP asked a legitimate question, regardless of where they got the game from (if they even have the game, they could be asking for someone else), and they got the answere they were looking for.
Edit: Wait, they seem to have changed it; now you can only apparently disable automatic updates, but the game will still update when launched. I'll have to try launching it from outside Steam once the next patch comes out to see if that prevents the download, but as a heavy modder this is definitely not good, unless they keep older versions in the properties window... :/
Although I suppose even in that case I could put Steam in offline mode before launching the game until all relevant mods and tools have been updated... :/
