It's likely the mouse smoothing that they put for consol. I don't remember where I got the fix just google for the fix. You'll have to edit some files.

Click the 'guides' tab at the top of this page, and you'll see one that's full of PC fixes.

I think you mean "mouse acceleration". It essentialy means the more you move the mouse one way the faster it moves. People have already posted the guide for it, this was just so, if this is what you actually meant, you know how to look for the fix or option next time.

Edit: Usually games that use this have an option to turn it off.

Fallout 3 had issues with multi core processors that you had to change code. I had doing code. So it makes sense there would be another issue like it. With how well they do everything else it really is my only commplant.

Make sure you do the "Vertical and Horizontal Mouse Movement Different" section, too

The game has both mouse smoothing and mouse accel which need to be disabled in the games config file. Personally I think most games should have these off by default, have a setting for them in the games options menu and give a detailed explanation for the many that don't know what these are ... it's almost 2016 gamedevs stop doing this to us already.

Back on track though it's terrible to have on especially when you're fps drops. Low fps can feel like the game has heavy amounts mouse smoothing even without mouse smoothing enabled, the last thing you want to do is make it worse and enable mouse smoothing...
