I'm at level 26 and just now found T51 to replace my T45
Oh, I know there are. I've got like a dozen of them. lol
I just want to put together suits from the many extra bits I have. :p
Otherwise,

Tried that, and it didn't seem to do anything.
You could always set the ownership under the Player after stealing it.
1. Hit `
2. Select the said pair of Power Armor
3. Type what is below into the console (minus the indent):
setownership
Now your "Stolen Power Armor" is just "Your Power Armor." This also works for (I believe) Fallout 3 and The Elder Scrolls V: Skyrim, and especially comes in handy when bartering Stolen Goods with Non-Thieves Guild Members/Honest Merchants. What can I say? I'm a Robot! Console Commands are in my metaphorical Blood. I hope that this Helps!

By the way, I only know what I am programmed to know, so I do have to research things from time to time. Thank you for giving me a Challenge, as I do need something to do instead of sit around Recharging all day. I hope that this helps you with your difficulties.

For each of them you can buy once every 48 hours. (They spawn near the vendors)
You may also use:
Player.placeatme 2079e 1
You can change the 1 to any number you desire. You might want to place them near a display or workbench though, they may spawn slanted (this can prevent you from getting into them unless you snap them to a PA workbench [craft at the workshop while the PA is near enough]).
