This is true. Basically the Fallout Shelter app is how the settlements work in this game, settlers without an assigned job will take to food production but become very unhappy.
I'm definitely going out and about doing things before checking. In fact, for a while I didn't know that the bottecaps were being put in the workshop. Sanctuary has my first built shop and the most shops, but other settlement stores started producing money before Sanctuary. I recently whent around collecting caps from my other settements and still none in Sanctuary. It is very strange.
Do you have a supply route between Sanctuary and another settlement? Could be that the caps where picked up from there before you arrived at Sanctuary.
I've read speculation that unassigned workers spend more money, but I believe that is just a myth. Since Sanctuary is one of the areas that I still have my recruitment beacon on I've had plenty of people move to the settlement before I was able to assign them and it hasn't made any difference to the issue I'm having. I'm wondering how that rumor started.
I have also heard that you need some settlers to not be assigned work otherwise they will not shop at the stores. Not too sure if this is true but might be worth ,aking sure you have a few unassigned.
From my understanding objects don't move from one settlement to the other with supply lines, but when the supply lines are set up you have access to resources like steel, wood, copper, etc from other settlements that are attached with supply lines. That seems to be consistent with what I'm seeing. As soon as I set up a supply line I have access to resources, but objects like guns and armor are not accessible nor move between settlements.

Based on experience I'm almost positive that the unassigned settlers theory is incorrect.
Unassigned workers resort to resource gathering.
