Are the Charisma perks worh it?
Like perks that improve prices on weapons, is that useful?

Prices on ammunition maybe, but you'll find so many guns that won't matter.

Well, it matters if you plan to buy legendary weapons I guess.

The mind control perks suck, which is half the tree.
Local Leader is basically a laziness / convenience perk.
Lady Killer / Black Widow is lame
Only perks worth much is Lone Wanderer and Attack Dog

No reason to get Cap Collector with Grape Mentats + Charisma gear.

So... mostly no. Inspiration isn't terrible I guess, but considering that means you're sinking 7 deep in Charisma for one half-ass perk it's not exactly appealing.

Pretty much every tree with crafting in it sucks without crafting too.

STR - weak entire tree
PER - weak entire tree
END - weak entire tree
CHA - weak entire tree
INT - weak entire tree
AGI - excellent to mandatory perks for almost every build
LUK - specific but excellent perks

I don't think they made the game much better if you mainstream the system but make the perks and stat points so crappy.

If you want to smooth talk through people its baisicaly essential. In new vegas or fallout 3 I would just set my charisma to 1 and level up the speech skill, but now that the skill part doesnt exist, charisma is much more important now.

This guy could not be more wrong. I can get 12 Charisma with 1 Charisma base to pass the hardest speech checks in the game. Charisma as a base stat hasn't been more irrelevant than Fallout 4.

Except smooth talking people is worthless now, since all you get is an extra line of dialouge with a bit of exp or you just get more caps.

Well, more often than not, I find myself low on caps, so charisma is actually useful when you trade a lot.

That too.

You get +2 Charisma body +1 Charisma hat and +1 Charisma Beer incredibly early in the game. Shortly after, +1 Charisma glasses, and +5 Charisma Grape Mentats. Little later, Agatha's Dress for another +1.

The only thing Charisma is good for is having more people in your settlements. But you don't need more people for anything. You only need so many crops and scavenger benches.

If you enjoy building settlements, I'd say local leader is pretty close to mandatory, I could never see myself lugging the material around to build up multiple settlements, I usually fail to even bring enough for a power generator and a radio beacon :)
Something to consider: If you're into immersion and emergent gameplay, then charisma is essential for accessing supply routes. Scouting sites and safe supply lines (even imaginary ones) and arming your growing consolidation of the commonwealth can be immensely rewarding and enriching for more of a gaming experience, over say playing and winning. If you're into that sorta thing anyway.
