Weird, I have seen a handful of posts where people have gotten extremely random graphical bugs. I wonder if this is similar to the the bug that some people seemed to get that made the game seem monotone looking.

Eh, no idea. Doesn't look familiar to me. Are you using any mods, are you running the latest video card drivers, and did you try verifying the integrity of the game cache files?
Nothing worked and Im up to date on everything :( and I run everything Vanilla never used a mod on Fallout 4

I know this is an old thread, but ran into this issue myself just barely, and stumbled here while trying to find a fix.

However, I was able to figure out what causes the glitch, and how to fix it, in case anyone else having this problem stumbles across this thread.

This seems to be a pretty rare glitch, as this thread is the only thing I could find about it. It's also not exclusive to the institute, it's just more noticeable there. It's caused by the Assaultron's head laser. If an Assaultron uses its head laser while you're near it, or if you kill one before the laser finishes charging, it causes the screen to tint red, and also affects the contrast and lighting. And, apparently, it can get stuck like that. The solution is pretty simple. Trigger the effect again by fighting an assaultron. Stay near it, and either kill it just before the laser finishes charging, or let it use its laser attack. Lighting should be fixed then. Or, if you have the Automatron DLC, give a robot a head laser and take it into battle.
