Stuck on expanding The Castle settlement (minor spoilers)

So I've cleared out the Castle and only have 1 Minuteman living there. The problem is he constantly mans the radio tower and won't take orders to farm the crops. I'm assuming I need more food before Settlers will show up? But I have no-one to farm it.

Another problem could be that the settlement's power is still red, even at 15 with 3x Generators connected to the tower... Would this be preventing it from recruiting? How much power could it possibly need?

Any help appreciated

the transmitter takes 10 power but you also need to build a recruitment tower as I don't think the transmitter actually functions as a recruitment beacon

Unfortunately I'm not playing a very charismatic character, so I don't have the Local Leader perk needed to do that.

That means there are objects in your settlement that require power and aren't connected to a generator.

Oh god, thanks so much, I was already confused why the power was red on my game (just unlocked The Castle in my game myself).

You don't need local leader for that. That's for supply lines between settlements.

Go into build mode and target a settler. You'll get a command at the bottom of the screen that lets you move them.

I sent one settler to the castle but he never showed up. I now have 5 Minutemen there, but they won't do farming. Is it doomed to remain on 0 food?

send more then a few cause minute men are only for security from what I seen, they also take time to travel so wait a day or two or go do other things
