Ad Victoriam quest - utterly effing broken - game killer (ps spoilers)

BoS quest, activate liberty prime for the assault on the institute - done
follow liberty prime - WOULD DO IF HE ♥♥♥♥♥♥♥ MOVED!!

he just stands there and no console fix seems evident but nobody else seems to have suffered this same bug as google is not helping The gantry doesnt move away from him either so I assume its a trigger in the quest not firing properly.

tried disable/enable
tried tai (toggle ai) on off.. nothing
fast traved to CIT .. hes there with me but not moving still
skipped quest stages (bos304 is the quest) all way to "enter institute" which is a "door" under the ground (assume prime blows a hole for you) even if I noclip (TCL) to get there, it isnt a door/portal.
used coc institutereactor (i belive the next cell am meant to be in) but it just wants me to go through a non existant door outside of the walls tcl'd to that "door" (invisible but can activate) it ports me to up the top of mass fusion building.
completed quest via console... thats nice now what? doesnt start a new one and I have no idea where am meant to be
So many of the quests have been bugged to sh*t (the cabot family one had the common one of the missing sister being REALLY missing in that she didnt exist in the game)

Fast-travelling to the CIT building fixed it for me.
How many times have you tried that?

I have the same problem. Liberty Prime arrives on the spot and stands still. but I saw in video that before he gets close to the institute the event of the attacks of the synthetics already begins madly. If you were able to solve this, please tell me how did you do it? Not using any mod.
Try quicksaving/exitsaving and reloading.

A lot of these "Follow" scripts resolve on a reload.

By that I mean, quicksave and/or exitsave (if on Survival) at the point of failure, don't reload an earlier save.
