you can get it by doing the first..four or five missions for the Railroad, when Tinker Tom starts selling modded clothing you can do the same on any workbench
Join one of the 4 factions and do some of their non-main-quest-related quest your character gain a mod for the majority of clothing. At lv5 it easily overshadows the shieding upgrade for the vault suits.
But I guess you can put armor pieces on a vault suit, so at the end it may balance out...
