Add the above line to the [Interface] section of fallout.ini - if [Interface] doesn't exist, write it in.
Change 10000 to whatever you want. Its in miliseconds to 10000 = 10 seconds.
I don't know about the rest as my compass and HP meter never fade out, but this will make the ammo counter stay longer.
So, to elaborate on what I am experiencing. The HUD (not the crosshair, just the compass/ammo/health) is NOT THERE unless you are a) aiming down the sights with a weapon, b) looking at an interactable object/character or c) you are in power armor.
The super weird thing is that it's obviously a corruption within my save game, as starting a new game fixes it. I have tried deleting all of my setting files, too, which hasn't helped.
I going to try messing with some custom HUD mods and see if that helps at all, although I have my doubts. I downloaded the beta patch, too, to no avail. It's really damned annoying!
