Report a translation problem
This problem is so annoying, it's like the sun light getting brighter suddenly and then go back to normal after a second or two. And if I keep moving, this thing happen again if I look towards the sun.
I don't even need to look directly to the sun, only to move my character in that direction.
The HDR bloom effect can really mess with it for me, it seems. I have the same issues (or similar ones) and it seems to be tied to my chameleon armor, which was an armor piece from a legendary drop. Looking at your pictures, similar things happen to me with that armor on.
If you do reinstall the game, do not use a previous save game that had any chameleon armor.
Of course that may not be it if you don't have such armor, but maybe you had some at some point and dumped it? It could be a feature that is "sticky" and lingers for you?
Try starting a new game or load one from not long after emerging from the vault and see if the problem persists?
I will try now to use the same save and wear off the armor to see if this problem is solved.
How did you fix in your case? Did you just stop using such armor and the problem goes away?

It only occurs with chameleon armor unfortunately. Makes the stuff unwearable. Should I try this command to see if it fixes the chameleon armor problem? Whats the worst that would happen if I used these commands?
You can also try this mod[www.nexusmods.com], which removes the glow and weapon transparency from the chameleon effect... although the pip-boy will still be transparent (but maybe slightly more usable without the glow)...
