Justice console command.

Does anyone know the console command for the unique combat shotgun called Justice? It's sold by the vendor in Covenant but I kind of ended up murdering all of them, so there is no going back.

if you know what the legendary mod was, you can put it on any combat shotgun and call it justice. the command is 'attachmod (mod id)'. It is important that you place the weapon on the ground and select it before you do this, or nothing happens. The mod ID can be found on the wiki when you search for 'legendary weapons mod'.

if I build the base weapon and add all the mods it would be the same?

This is not true, as the guns will have different base stats. Named weapons have better stats, such as my 10mm "Wastelander's Friend." It does 10 points extra damage compared to the exact same, crafted 10mm.
